EXMORE -- Mayor Guy Lawson opened the November Town Council meeting here Monday night with a note that no vote would be taken on what has become a controversial special-use permit application for a biodiesel plant, despite its approval on March 5, 2007 after a joint public hearing with the local planning commission.
The minutes of that meeting were never recorded, therefore a permit was never issued, despite the fact that the application was approved by council and signed by the zoning administrator.
